In Plugins Manager, search "accessibility". Turn on the option in the plugin options site/admin/both. Reload your site (perhaps clear cache first).
Alternatively any of these found here might help https://extensions.joomla.org/tags/accessibility/. Some are free, others commercial/paid. Perhaps you can test the included one in Joomla or install one of the free ones to test
